J+S Ltd, which was acquired by Cohort company Sea in 2014, was awarded a contract to supply the torpedo launcher systems (TLS) for the new Royal Malaysian Navy vessels in 2014. Delivery of the first system was scheduled for 2017 with the final system due for delivery in 2021.

The torpedo launchers will comprise a pair of triple configuration, composite tubes mounted just aft of midships on the 111m ships. They are compatible with all lightweight NATO standard-sized torpedoes.

All six sets of handling systems will be manufactured in Malaysia, while production of the system electronics will also be progressively manufactured in Malaysia over the six ship sets.

“The modular nature of the system means that by utilizing a common tube selection panel as part of the combat management system the fire control electronics can be adapted to interface with the ship’s decoy launchers as well as the TLS,” SEA launcher business manager Eric Abretti said.

MANILA (PNA) -- The Philippine Navy (PN)'s first two anti-submarine warfare (ASW) helicopters will be armed with Spike NLOS missiles giving it a capability to engage hostile vessels beyond visual range.

The said weapon manufactured by Israel's Rafael Advanced Defense Systems Ltd. NLOS is short for "non-line of sight". It was originally designed to destroy tanks.

PN spokesperson Capt. Lincuna said these helicopters are the AgustaWestland AW-159 "Wildcats" which are scheduled to be delivered by 2018.

The Department of National Defense signed a contract with AugustaWestland, now Leonardo, to buy two AW-159 ASW helicopters for PHP5.362 billion, last year.

It will be deployed aboard the two frigates the Philippines has ordered from South Korea worth PHP16 billion.

Lincuna said the PN will be using Spike NLOS as a anti-ship weapon due to its claimed range of 25 kilometers.

"The missile has a built-in camera that allows it to be operated day or night," the PN spokesperson.

"The Spike NLOS weapon system can be operated in either direct attack or mid-course navigation based on target coordinates only. These modes enable defeat of long-range hidden targets, with pinpoint precision, damage assessment and the obtaining of real-time intelligence," weapon manufacturer Rafael said in its website.

Lincuna said the missiles will complement the AW-159s' detection and tracking equipment.

"The helicopters will be a full package, from detection, tracking, up to prosecution," he said. (PNA)

Surplus Kuwaiti Hornet for RMAF ?

28 Maret 2017

Kuwait Air Force F/A-18 Hornet (photo : almsral)

Kuwaiti Hornets

SHAH ALAM: Kuwaiti Hornets? There is a possibility that the excess fighter aircraft offered by Saudi Arabia are actually surplus Kuwaiti F/A-18 C/D Hornets. Former Combat AirForces editor Alan Warnes, who came for LIMA 17, tweeted today that “the RMAF has been offered surplus F/A-18C/D by Kuwait”.

Warnes did not state where he got the information on the Kuwaiti Hornets. This is interesting as in answers to my questions for LIMA 17, specifically on the Kuwaiti Hornets, the reply from RMAF chief Jen Affendi Buang was:
"RMAF already identified shortlisted new aircraft for its MRCA program. Currently, there is no plan in acquiring used aircraft to be used in country."

It was, for this reason, Malaysian Defence did not pursue the issue further during LIMA 17. Only to be sucker punched like this. So what gives? We are not sure but it will be a very interesting a couple of weeks doesn’t it?

And as for the surplus helicopters offered by the Saudis, it is likely to be Blackhawks based on conversations with several industry sources. But it is still early days, it was told.

RFT for Future Frigates Program Accelerated

28 Maret 2017

The options for Future Frigates (image : news)

The request for tender for the $35 billion Future Frigate Program has officially been brought forward and will be released to the tenderers this week.

Minister for Defence Industry Christopher Pyne made the announcement at an event in Canberra on Thursday, 23 March.

"The request for tender for the Future Frigate Program will be brought forward and will be released to the three tenderers by the end of next week," Minister Pyne said.

The three tenderers that were downselected for the program are Spanish firm Navantia, British multi-national corporation BAE Systems and Italian company Fincantieri.

The $35 billion project will see nine frigates built in Adelaide and will incorporate the Australian-developed CEA Phased-Array Radar.

Construction of the frigates is due to commence in 2020 and the first Future Frigate is expected to be in service in the late 2020s.

Minister Pyne praised the project for the economic and employment benefits it will create for South Australia.

"This $35 billion project will create thousands of jobs in my home state of South Australia," said Minister Pyne.

"It will create knock-on benefits up and down the supply chain across the country.

"The government is getting on with it, making good decisions as early as possible to give Australian industry and the ADF the certainty they seek."

Two of the designs being considered by the government for the project have docked in Adelaide in recent weeks.

Fincantieri's FREMM Class frigate visited Adelaide at the start of February. Minister Pyne toured the vessel and noted some of its advantages and disadvantages.

"One of the advantages for this company is this vessel has been built, it is already in operation," he said.

"One of the disadvantages is that the company doesn't operate here.

"The weaponry of course will be United States' weaponry. That will be integrated into the winning vessel."

Minister Pyne said the government is committed to ensuring a majority of the work on the vessels will be done in South Australia and Australia.

Minister Pyne also toured Navantia's ESPS Cristóbal Colón last week and discussed Australia's defence relationship with Spain.

Work begins for LIMA 2019

LANGKAWI: The next Langkawi International Maritime and Aerospace (Lima) exhibition may be in 2019 but the two ministers involved are not taking a break.

Defence Minister Datuk Seri Hishammuddin Hussein said he would begin preparing right away with Transport Minister Datuk Seri Liow Tiong Lai on the 15th edition of the biennial show.

“I’m working with him to make a presentation to the Cabinet ... we will start work for 2019 now. It has not been easy but we need to move. We already launched the Defence Services Asia 2018 even before Lima 2017 ended. This shows how proactive we are,” the minister told a press conference to sum up Lima 2017 which closes here today.

Hishammuddin said guiding Lima towards the commercial and civil aviation sectors was the best way forward.

“This is because on the military side, we have reached a saturation point,” he said, adding that he was targeting Lima 2019 to have at least an equal focus on military and civil aviation.

He said he also wanted new global players involved with the next Lima show.

“The Transport Ministry has done a great job getting participants from the commercial sector.

“My advice to the (defence) industry is that they must be hungry, as they are fighting for a very limited global cake,” he added.

Hishammuddin said he wanted to see the involvement of new players, namely from the Middle East.

“I would like to see Saudi Arabia’s industries and its navy here. The UAE has got a very strong defence industry.

“These are the people who are going to be at Lima two years from now. If Russia and our traditional allies do not come up to speed, they will be left behind,” he added.

He said Lima 2017 was “successful beyond expectations”, with the largest attendance of both visitors and exhibitors.

On another matter, Hishammuddin did not want to say if his ministry had narrowed down the choice for the multi-role combat aircraft supply contract.

Asked if the ministry would settle for Eurofighter Typhoon by BAE Systems or the Rafale by Dassault Aviation, he said the Boeing F/A-18E/F Super Hornet and the Saab Gripen “are still in the running”.

PN formally accepts 2 Japanese TC-90s in Sangley Point ceremony

SANGLEY POINT CAVITE (PNA) -- The Philippine Navy (PN)'s humanitarian and patrol capability got a big boost the Japan Ministry of Defense (JMOD) formally transferred two units of the Beechcraft TC-90 training aircraft Monday morning.

Transfer ceremonies took place at the Naval Air Group headquarters, Naval Base Heracleo Alano, Sangley Point, Cavite City.

The two aircraft landed at the said facility around 10 a.m.

Present during the transfer ceremony was Defense Secretary Delfin Lorenzana and his JSMOD counterpart Kenji Wakamiya.

PN spokesperson Capt. Lued Lincuna said these aircraft were leased from the JMOD as part of the Navy's efforts to enhance its capability in humanitarian assistance and disaster relief operations, limited transport, and maritime domain awareness including maritime air surveillance and intelligence surveillance reconnaissance.

The whole project involves five units of TC-90s. The remaining three units are expected to arrive by mid-2018.

Last November, two PN pilots and six air crews left for Japan to start their TC-90 flight training.

The Department of National Defense (DND) earlier announced that the Philippines will be re-equipping the TC-90s as Japan have stripped of some its equipment, including its surveillance systems.

The country will pay Japan USD7,000 each for the first four aircraft yearly and only USD200 for the fifth, or total of USD28,200 as stipulated in its lease agreement.

The DND added it is also looking at the possibility of using the TC-90 for 20 years while the military is upgrading its equipment.

The TC-90, which is part of the Beechcraft King Air aircraft family, was offered by Japan shortly after the Agreement Concerning the Transfer of Defense Equipment and Technology was finalized last Feb. 29, 2016.

The TC-90's patrol range is double those of small Philippine aircraft which only has a maximum range of 300 kilometers. (PNA)

Japanese TC-90s likely to be donated to PN soon

SANGLEY POINT, Cavite (PNA) -- There is a strong possibility that all five Japanese Beech King Air TC-90s will be donated to the Philippine Navy (PN) at a later day.

This was stressed by PN spokesperson Capt. Lued Lincuna during the sidelights of the turn over ceremonies of the two TC-90 aircraft in Sangley Point, Cavite Monday.

"The whole project, which involves five units of TC-90s, is pursuant to the agreement between the Philippines and Japan signed in Manila on Feb. 29, 2016. The remaining three units are expected to arrive by the end of March 2018. The PN will temporarily lease the said aircraft amounting to USD 28,000 per year while awaiting for the legal framework that would allow Japan to donate defense equipment to foreign countries," he added.

The TC-90s were leased by the Philippines from the Japan Minister of Defense as part of the efforts to boost the PN's capability in humanitarian assistance and disaster relief operations, limited transport, and maritime domain awareness including maritime air surveillance and intelligence surveillance reconnaissance.

In line with this, two Naval Air Group instructor pilots are currently undergoing TC-90 transition for pilot in command, test pilot and instructor pilot training in Tokushima, Japan, while six more PN personnel composing the aircraft maintenance crew are also undergoing maintenance training in Sendai and Tokushima. PM Confirms Thai Navy to Get Three Chinese Submarines

27 Maret 2017

S-26T submarine (image : thailandsusu)

It’s finally Chinese submarines for Thailand. But the government would pay for only two as the third one was “a free gift”, Prime Minister Prayut Chan-o-cha revealed at his weekly press briefing yesterday.

The announcement by the PM ends a wait of over two decades for the Navy.

Thailand had four submarines in 1937, the first country in Asean to have submarines and only the second in Asia.

Made in Japan, they became damaged over time and were beyond repair. Following the defeat of Japan in World War II, the submarines were discharged in 1951.

Since then, Thailand has never had any submarines. The Thai Navy revived its quest for some submarines to be deployed in the Thai waters, especially in the Gulf of Thailand, in 1995.

Several western countries – Germany, Sweden, France – and Russia were eager to offer new submarines at good prices, but the Navy’s dream was hampered by budget shortage and political problems.

In 2010, the Navy made another try, eyeing six submarines from Germany, though they were second hand. The Navy then readjusted the plan, eyeing one brand new submarine from either Germany or South Korea, but even that bid was suspended.

It was only when the current military government took power in 2014 that the Navy felt itself closer to realising its dream.

The three submarines are Yuan Class S26 T, which have been developed exclusively for Thailand based on China’s Yuan Class Type 039 A.

They would be nearly 78 metres long and 9 metres wide, equipped with the latest technology AIP (Air Independent Propulsion) system, that would allow them to dive consecutively up to 21 days without surfacing. Normal nuclear-based submarines can dive around seven to 10 days.

The deal would cost Thailand Bt3.6 billion.

Sensing the criticism of the Navy’s obsession with acquiring submarines, Prayut urged the public to understand why the country needed the subs, and that too from China.

“The submarines from China are the cheapest with the quality relatively acceptable. It has also offered services after purchase, something extra that we have received. I asked my Deputy Prime Minister Prawit [Wongsuwan], and he is ready for any examination of their worthiness.

“We are not rich, and we don’t have much money to spend [on them]. We cannot build them on our own so we have to buy them from others,” said Prayut.

Aselsan Debuts 'Anti-Drone Jammer' System

26 Maret 2017

IHASAVAR 'anti-drone' system (photo : Shephard)

Turkish defence company Aselsan has unveiled a man-portable 'anti-drone jammer' system at the Langkawi International Maritime and Aerospace (LIMA) 2017 exhibition, and is positioning the product for the export market for the first time, a company official told Jane's.

The system, which has been developed to protect high-security facilities, such as military bases and airports from rotary-wing and fixed-wing unmanned aerial vehicles (UAVs), is designed to disrupt remote control, data link, and satellite navigation frequencies, which will effectively render an offending UAV uncontrollable.

According to an Aselsan representative who spoke to Jane's at the LIMA exhibition, the system has been developed relatively quickly, over a period of six months, in response to the growing threats posed by the proliferation of commercial UAVs.

"Aselsan analysed that developing a cost-effective, man-portable, and ergonomic solution that doesn't need any sensor systems to disrupt hostile drones, would meet the high expectations of its present and future customers," said Ertugul Nacak, account manager at Aselsan's radar and electronic warfare systems.

Known as the IHASAVAR, the system consists of one 11.5 kg backpack that houses two lithium-ion batteries, and a handheld 2 kg 'rifle', which features a directional antenna that will be aimed at hostile UAVs. According to specifications provided by the company, the system can operate in temperatures that range from -30°C to 50°C and features an operation time of about 1.5 hours.

The IHASAVAR system is currently in use with the Turkish Armed Forces, and the company is currently eyeing the wider Asia-Pacific region as a potential market for the system.

MRSS Indonesia Jadi Pilihan TLDM

LANGKAWI - Bukan lagi rahsia betapa Tentera Laut Diraja Malaysia (TLDM) sangat berkehendakkan kapal sokongan pelbagai peranan (MRSS) sebagai salah satu daripada elemen transformasi 15 to 5 yang dianggap sebagai langkah efisien dalam mengukuhkan ketumbukan pasukan menjaga perairan negara.

Setelah beberapa negara termasuk Amerika Syarikat (AS) dan China dikhabarkan cuba melobi Malaysia untuk membeli kapal mereka sebelum ini, kebelakangan ini, terdengar khabar mengatakan MRSS dihasilkan syarikat negara jiran, PT PAL Indonesia (Persero) yang menjadi pilihan.

Pengarah Urusan Perancangan Strategik Korporat Persero, Ir.

Bandung, W.Java (ANTARA News) - Research and Development Laboratory of the Indonesian Army is developing a Mechatronics 81 mm mortar that can be placed in tactical vehicles, such as Anoa Panzer.

"This is a collaboration with researchers from the Institute of Technology Surabaya," Head of Laboratory, Lieutenant Colonel. Simon P. Kamlasi said here, Thursday.

The mechatronics 81mm mortar can be operated automatically with DC motor from the electrical system of the vehicle.

The elevation and traverse angles can be fully adjusted using an electric control from a control panel system based on a laptop.

Mechatronics 81mm mortar controller Software has been equipped with a ballistic computer system to measure distance and targets coordinates tailored to the types of projectiles and charges, resulting in accurate shooting.

Most of the control functions can even be operated from Android-based smartphones via WiFi connection so that shooting can be done remotely from outside the vehicle.

The mechatronics mortar is a second generation, which in 2015 the laboratory had developed mechatronics mortar. "This second generation is better than the first one," Simon said.

He mentioned, mechatronics 81 mm mortars which made in 2016 is still a prototype, and has not been mass-produced because it needs improvement.

"We expect by 2018 the mortar will have been certified by the Armys Research and Development Division and can be mass-produced, and directly installed in tactical vehicles, like Anoa Panzer," he said.
